Making Tile-sets?

Hi again.
I have a problem with making one tileset out of others. I don't know how to change the background-color to a uniform one...
Is there a good program for dealing with Tile Sets and Characters for RMXP?

Using GIMP is definitely a good choice when combining tilesets. The only thing you'll really want to make sure is that you change all of the shadows to a uniform color - otherwise you'll have issues with transparency.

But...what do you mean by a uniform color? That's pretty simple - in GIMP use color select and either erase or change all of whatever color you don't want, and in MSPaint right click the color you want and left click the one you don't, and use the eraser with the right mouse button to get rid of that (though I'll admit not many people know about that one). Unless you're having more issues like too many similar colors together (like a jpeg)? Or am I overthinking it and it's just a matter of those little bits of color between bushes and stuff?

By uniform, I meant:
sometimes tilesets have different colors (obvious), and I wanted to make it to one color, then make that color transparent.
(I just asked for an easy method for it. :P)
