If you're talking about distributing the RPT (the file RTP_Standard_102E.msi) along with with your game, technically (legally) it's a "no-no"
C. Restriction
Licensee shall not reverse engineer, de-compile, or disassemble the RTP SOFTWARE.
Further, Licensee shall not sell, distribute, assign, lease, sublicense, encumber, or otherwise transfer the RTP SOFTWARE and/or its data without any
prior written consent of ENTERBRAIN.
The reason for this is if you give the RTP to someone else, then they have not agreed to the license for the RTP software. (the daemon that runs in the background, and connects to RMXP or your game). Enterbrain wants players to download the RTP from their website. Probably so they have better idea how many people are playing games made with their products. It's a simple download & install, so you should just include the link to the enterbrain site along with your game.
On the other hand, you could just imbed all of the RTP resources you use in your project folder & compress it with your game.
Yes, it will make your game larger, but not larger than your game + the full RTP.
