Is it possible to make the panorama in use viewable while your are making the ga

You mean in the editor? There is no way to view panoramas in the editor with RPG Maker XP. You can, however, view panoramas in the editor with RPG Maker VX.

No, scripts cannot alter the editor itself, if I remember correctly.
