Installing RGSS-RTP Standard

Recently I installed a new hard drive on my PC. I had to reinstall the RGSS-RTP, of course, but I got an error when trying to install it.
It said,  "There is a problem with this Windows Installer package. A program required for this install to complete could not be found. "
Does anyone know the cause of this ?

Since you just re-installed Windows, it could be a lot of things. Was there an error code (1601, 160_)?
Did you install a different version of windows than you had previously?
Are you logged in as an administrator on on the PC?

No same version of windows, yes I am the cpu admin and there were no error codes.

A should also add that the RPG maker XP installs ok. It's just the RGSS-RTP standard that won't install.

Do you have the latest version of Microsoft Installer? That could be it.

Yes have the latest installer, currently ver. 3.1

To satisfy your curiosity, there wasn't actually a solution. I tried the next morning to install it, and it was fine.
