You actually have to put a lot of effort into this. It's not going to click overnight. It took me about 4 months before I began scripting and 8 months before I was scripting decently. I am still learning.
I am working with a few others on making a "Where to learn to script" guide, but it's a skill. With all skills you are going to have to practice. In the last 3 years, I have probably scripted on average, 2 hours a day. A lot less than what it used to be when I would script for 6 hours in a night. You are going to have to put effort into it.
A quick list.
~ Reading Ruby documentation
~ Reading default scripts
~ Reading help file under RGSS components
~ Reading other peoples scripts
~ Reading resolve help topics
~ Reading scripting tutorials
If you haven't noticed, you are going to be reading a lot.
