How to make sparkles/rainbows animate?

This is a basic skill I acquired when I first learned RMXP. However, after a long absence from the engine and getting back into it to create an RPG for our club at school as a graduation gift, I seem to have forgotten how to get Sparkles, Rainbows, and such to be animated.

Select "Stop Animation" in the Options section of the event's dialog box.
