HOw to make a picture go under a tile tree?

I want a picture (not a event) to go under a tree that is part of my map(tile set). How can i do this?

The problem with changing the z value of the picture is that it eithers goes below the whole tile pictures (like a panorama) or sticks in front of the tree (what i dont want).
