How do i use the Control timer?

I just noticed the control timer option and have never really looked into it.

How would i go about using it for a event like this....

Speak to a NPC, says you have 30 seconds to find somthing in a building. If you find it in under 30 and return it to him the game continues if not game over.

Well, this seems like an event issue, not a RGSS issue. So it's kind of the wrong forum, but here goes:
Parallel event (common event recommended actually):

The timer giver after the timer has started (use start at 00:30 when given):
