How do I make states like "Dazzle" work for me?

Alright, for some reason, my game's "Dazzle" state (renamed "Blind" in my game) doesn't work at all. When it's applied, it will show the state animation and all of that good stuff, but the enemy will not miss or anything when he attacks. (No more than he would normally at least).

I'm not sure what the reason for this is. Would I have to do with the fact that I altered the stats fairly heavily in the game? By this I mean that for the actors (and enemies), their HP, SP, Dexterity, Intelligence, etc is all altered to be much lower than what the default is. Would it be the state itself? Did I set it up wrong or does it need to be altered? Would it be a script error? I'm using RTAB for battles, if that means anything. I'm just not sure!

It may be other skills as well. As of now I just tried Dazzle, but who knows... maybe the other states don't work either. What will not function correctly next? Maybe my soul! Who knows...

I made a bunch of screenshots to help you guys figure out the problem. This minor inconvenience is preventing me from continuing the game, which is rather frustrating. What would the reason be? It works fine when I create a new project, but for this one it just... doesn't.

I think you're digging to deep and the problem is a lot simpler than you think.

In the image, the restriction is set to "none". Set it to "can't use magic" or whatever is appropriate.

Oh wait a second. I didn't realize what it was meant to do. You want it to lower accuracy? It should be right--one of those scripts might be editing it. Can't tell shit from the screen there though, other than the fact that you have them. A lot seem to affect battles.

Edit again:

The "dust kick" move in the screenshot is described as lowering the enemy's accuracy. I don't know if you know this or not, but that's possible to do without inflicting a status condition. Just use those numbers. Unless the intention was to blind the enemy rather than just lower the stat (in which case the description might be a bit misleading).
 
No, unfortunately that's not it. Restriction is for stuff like what you said, or "always attack allies", etc. What I want is just for dazzle to work, which lowers hit rate. As shown in the picture, I lowered the hit rate to 5%, yet it still hits as often as it does normally.

Thank you for trying to help me out anyway, though! If you have another idea, I'd be very appreciative. It's bugging me quite a bit.

EDIT:
Alright, I'm not sure what numbers you're talking about for the skill window. The "Hit Rate" thing is for how often the skill hits the enemy, not how it affects the enemy's hit rate.

Dust kick really triggers the "Hazy Vision" state, I just set it to blind for testing purposes, to see if it lowered accuracy at all (which it didn't).

Perhaps someone who knows about RTAB knows the solution to whether scripts are interfering?

Isn't there an accuracy stat that you can decrease? Maybe I'm thinking of RM2K/3 but I thought there was. If not then ignore me.
 
3 days later.... bump.

Can anybody offer any advice? Whether its the actual solution, possible reasons, or possible methods of figuring out the solution... anything. It's quite a bind.
