How do I make an If statement read comments?

Hi,
I am an event programmer (just can't seem to grasp RGSS yet..)
How do I make a script that reads comments.
I.e.
I want to make a common event that effects all events with "TEXT" (or some other word) in a comment inside the event to be affected.

So in other words, I could make a conditional branch.

If:
Call Script: #TEXT = TRUE
then: All events with #TEXT spin in circles.
Else: nothing

I think Near Fantastica had made that long ago, you can find it in the SDK methods, al least in the version 1.5... the one i know...

I knew the SDK was useful for something lol
Do you happen to know what the line is, or how to implement it?
