Help tileset, charsets

I want to have  my own unique characters, but no idea where to start. i mean i know i will have a program to create the png file, but how do i do it? like should i just rerender a premade charset to my own liking then save it and for tilesets i seen some games with tilesets i never seen before, how do you create a decent tileset. or where can i find them?

Or, (when you get good enough) try to make some "frankensprites" (that what they call em?) where you mix sprites to get a "new" look to a character. This is what I did, and with some good cut n paste, my main character (which was a combo of Thief 2 & Fighter 4) now holds a revolver in 1 hand, and a shotgun in the other.

You can make Alot of characters (For example: Pikachu) with Paint.
