Good programs for making Titles?

Does anybody know any good programs, preferably free ones that i could maybe download. I would like to work on my own title screen but MS paint doesnt seem to have many options. Are there any other programs that would be good to use?

I heard of graphics gale and have used it, but there didnt seem to be too much on that program either.

Uhh, unless Photoshop is considerably different than GIMP, phooshop is not very good for making tiles. Paint.net I know from experience is no good. Making tiles is part of an art called 'Pixel Art' or 'Spriting' (I am sure you've seen it said here often enough) and to be honest, MS Paint is better than anything that has been mentioned in this thread. However, I do agree that Paint is pretty limited. That is why I use Graphics Gale. I have never seen a program better than Graphics Gale for doing Pixel Art, though I have tried several. Photoshop if you can afford it... and are willing to learn how to use it.

I myself have used it since 7 was the newest, and have just learned to use it and use the features that come with each new release.  (I skipped getting CS2 and waited for 3 to come out)

its VERY powerful, you can do anything with it.  And I mean that literally.

The gimp... eh... kinda sorta...  Like trying to compare a blowgun to a Uzi... it has some of what photoshop has, its just lacks A LOT of the more useful things and isnt as user friendly...  it has some good things, but photoshop owns it by a LONG shot.

And yes, photoshop is CONSIDERABLY different.  thats not even the right word for it... SUBSANCIALLY Different more fits the bill.  huge difference, unless the GIMP came out with a new version in the past 6 months... (I have not checked)
 
I use Paintshop Pro :) I draw comics and I CG with it, and I've started to use it for spriting and tiles too. I bought it off ebay for $8 (It's legal, btw, not a bootleg or anything). It uses less memory than Photoshop and it's inexpensive.
