Glitch - Character Keeps Moving Up

I've had this problem before, I don't know how I fixed it then.
What's happening is that every time I start up the game to playtest it the little character keeps moving upwards without any instruction. I can make them go side to side but pressing down just stops them in place.

It does this on every game, including new brand new ones I made to check. I reinstalled RPG Maker and it's still there.
I know it's not my keyboard because everything else is working just fine. Anyone have any idea what this is or how to fix it?

Do you ever use a game controller? If so, you might want to check to see if the computer thinks it is plugged in. (Or just plug it in then take it back out) Have you tried restarting? That might also help. Next, you might want to check what the keys are set to in your games, because that is universal, and not just for one RMXP game. (Press F1, I believe)
