Getting Turn Order In Battle

Simply put, I'm looking to make a turn-order setup pretty much exactly like FFX's

To elaborate, I want a line/chart/whatever during battle that displays whose turn it will be to act over the next, say, seven turns. This includes when enemies get to act. The order will be based completely off of agility, but I think I already know how to get rid of the randomness in turn order so it's consistent. I'd also like to have things set up to where if say your agility was twice the next actor/enemy's, you character could act twice, like with a Haste effect.

Any help would be much appreciated!
