FULL FREE game maker

What is a FULL FREE game maker? I have always been interested in making RPG Games in general, but all the good ones are either a trail version or paid. Is there any FULL and FREE game maker out there?

Currenty, Game Maker is mostly free (since you can now get the standard ed without paying).

Open RPG Maker (but I have never tried): http://openrpgmaker.sourceforge.net/

Unity is also free, so long as you're not using Unity Pro.
