Fire Emblem Starter Kit?

I did a search on here (and Google as well for that matter) wondering if there was a FE starter kit, or even if there was one in the works for XP/VX. So I decided to make this thread, and get some answers.

Is there a Fire Emblem starter kit being made by anyone, and if not, is anyone interested in starting one?

I don't remember ever seeing one. What sort of systems would it include?

Well, features would need to include the following:

- Tactical Battle System
- Window Pop-Up on Battle (to bring up something like this)
- Window Pop-Up on Level Up (would look like this)
- Random Stats Generator for Level Up
- Support System (when certain characters have a certain support level, they have increased stats in battle)

Those would be the basic things I can think of. There are also class-specific skills (thieves/rogues can pick locks, assassins have crazy silencer shit, etc).

If anyone can think of something I missed, that would be good too.

I've already got rips for every sprite/map/face from all 3 GAB versions Kipe, but I appreciate the help.
