Events fly over water-XP

Im kinda sick today and my head hurts. So I want to get this question out of my head. I want to know how to make an event fly over something like water using RMXP.

You meet up with a suspicious person. He turns out to be a vampire. So he runs away and you dash through the woods with your best friend Lorelei. You end up at a river. There is no other way to get across and right in front of you is the vampire. So I want to allow 094-Monster08 to turn up and fly over the water. How do I do that?
Oh my gosh. My head throbs and I feel dizzy.

Uh, add "Always On Top" and "Through" to the event. You can do this with Set Move Route, if you don't want it to always have these properties.
