"Event touch" events not working through non-passable tiles?

I'm looking for this fix:

Some tiles are only not passable in some direction (e.g. cliff edges). I want events that activate on "even touch" (that are set to follow player, for example) to activate when touching the player, when there is a non-passable direction between them.

I just tried this out with both of the cliff tiles in the mountain tileset, and it works.

Can you show a screenshot of your map? or just the area in question with the player & enemy.

And the 2nd layer cliff edge is definitely not passable to the right.
 
That's odd. I just tried it with this:

and it started a battle as soon as the event tried to move toward the player. (using the Event Touch trigger)

This is how I have the Passage(4 dir) set. (I moved the base tile over for clarity)

Do you have any custom scripts running that might interfere with Game_Event, or Game_Character?
