Disk Defragmenter could not start.

Alright, so I'm working on my uncle's computer, and he calls me and says his disk defragmenter could not start. So I drove over to his house and tried to start it, but I get the error message "Disk Defragmenter could not start." So I tried doing two things. First, using command prompt, I tried registering the components of the disk defragmenter using this method:

The solution is actually quite simple. You need to re-register the defragmenters snap-in files, and the basic registry entries.

First open up a Command Prompt, this can be found at:
Start -> All Programs -> Accessories -> Command Prompt

Change into your windows\system32 directory. Your windows directory will be either windows or winnt. Type:
cd \windows\system32

Register the defrag components, by typing:
regsvr32 dfrgsnap.dll
regsvr32 dfrgui.dll

I tried that, but it failed to do a thing and after testing it I still got the could not start message. So then I tried doing this:

At this stage, you may find the defragmenter works. If not, there is one more step you can do.

Using Windows Explorer browse to your windows\inf folder.
In there you will find a file called dfrg.inf right click this file, and select Install.

I did that as well and yet I still got the disk defragmenter could not start message.

I am gonna try to copy my I386 folder to my flash drive and attempt to overwrite the current configuration on his I386 folder. So two questions come to mind. The first question is, does anyone have a solution to this problem other then those I listed above. Second, does anyone think the I386 folder trick will work?

Does he have at least 15% space left on the drive in question? It won't run without a minimum of space, although usually it tells you if that's the issue. If you can't get defragmenter to start, try jkdefrag, it's faster and more thorough anyway.
 
Yeah, there is like 71% free space. I should of specified that from the beginning. I actually tried that jkdefrag and it ended up giving me a virus that I got out in one shot. You know of any other things that may work, or where I could get a copy of the windows defrag by any chance?
 
I actually found that earlier and downloaded it. Works great. Ok this problem is solved so let's see if anyone can help me with another question. On the same computer, the system restore function doesn't work. It won't let me create a restore point nor will it let me restore it to an earlier time. I have tried stopping and restarting the service using administrative tools but it did nothing. Anyone know a way of getting system restore back?
 
Hum... One of the most popular anti-malware pieces of advice is:
'Turn off your system restore funcion since a lot of virus create restore point that autoload the virus next time you reboot the system'
There are, of course, third-party software that do almost the same that the restoring windows system. The problem? I think none of them are freeware :? However, if you're interested in it:
+ Acronis True Image (trial version, $50 complete)
+ Deep Freeze Standard (trial version, 32,4 €)
+ Cobian Backup (freeware but, I think, it's only for files backupping, not restoring system)
+ Norton Ghost (trial, 69,99 €)

I hardly recommend Deep Freeze.

Actually, yeah. You don't want the Windows system restore. Malware will often use it to hijack your system. Not only that, but they delete old restores and often create a fake one that entrenches the malware even further if you try to use it. In short, you need a third party restore that isn't affectec by most malware. All four suggestions above are good, but you can also find some good suggestions at pcworld. I personally don't use anything at the moment, mostly because I'm too lazy to create a partition, and I don't want to bother with hooking up a portable or external hard drive a lot. Also, I'd recommend you try having that computer scanned by multiple free scanners, as something is definitely up.
