Disgaea 2's Dark Assemblly

Is there any possible way to create a version of the "Dark Assemblly" from Disgaea 2 through scripting? Here's an idea of what it looks like - the player chooses one of many effects, and once they've chosen, they go to the Dark Assembly to get thier pass. The assembly members can say NAY or AYE, and however many votes are cast is up to the computer. You can also choose to fight the dark assembly physically if you don't get your way.
