Creating a Palette in MS Paint
1. First make sure the picture has the following size:
Width: 5px
Height: 6px
To do this you can go to Image > Attributes... or you can press Ctrl+E.
2. Choose a light color and a dark color.
3. Draw the following picture with those 2 colors:

4. Go to Image > Stretch/Skew or you can press Ctrl+W.
5. Now change the number in Stretch > Horizontal to 5% and press [OK].
6. Press Ctrl+W again and stretch it by 500% x 500%.
Your palette is now complete.
