the point im trying to make is yes, while i have heard of the game (im not too into it or the first one at all really) i dont know much about it at all, except youre some dude in a white hoodie or something

Is it that hard to search for it on various sites like GameSpot and GameSpy, or to look for youtube videos that would tell you everything you need to know? One of the major points, for most people, is that it's almost completely free-roaming. No pesky limits on where you can and can't go, for the most part.
