The hair is horrible. REALLY horrible. In more than one way.
First, your colors are very poorly-chosen. There is really no contrast between them and it looks as though the entire thing is a giant blob of pink lemonade jello.
Second you need to work on the form: I'm way too tired to give you a proper crit but there's a decent halfkaizer hair tutorial around here that Venetia wrote. Try searching for that and applying it here.
I also edited your post to use the imgzoom tag instead of regular img. This way it's easier for people to crit your work.

Its a good start. The dress just needs a little work, right now it looks like it's a solid blue fill with a dark blue outline. I'd suggest using a lighter color next and add some highlights.
The shape of the hair is funny looking. The top is flat in the front and back view. But the facing right view doesn't look so bad.

You should get your colors from the HKCP thread: Here
They have palettes specifically for clothes and hair. (Sorry there's no light pink)
The Sprites are viewed from a higher angle so the skirt should curve around the legs and not have such a straight edge; same for the belt. Try not to blend the colors from darkest to lightest, it can look "pillow shaded" which is a no-no. The lightest pixel can touch the darkest pixel without any colors in-between. Practice.
As for the hair: If she's going to have her hair pulled to the side in a pig tail then her hair should look pulled tight. And the only left over might be the bangs in front. On the other side her hair should contort with the shape of the head. The only time I say other wise would be if it was longer hair. There was also that white empty spot between the hair and her face that shows she has no hair back there. Oh, and like I said before the top is flat.
