Clay.io has already started a HTML5 game development competition for those who are high school/college students. The prices are grand and duration is 5th March - 5th April, which means it's happening right now.

Any tool will do as long as the final product is a HTML5 game that does not require plugin to play. I assume that means browser plugins, not Construct 2 plugins, unless the Construct 2 plugin is invoking a browser plugin.
I'm just about to get back into Construct 2 this month, so woohoo!
