Anarchy Online like IP system.

Im looking or some one to make 2 systems. If you have ever played AO when you level up you get points and you open a screen and you have buttons you can click. Say you click "Melee" Bars with arrows on each side pop up like this:

Then you spend those points to increase that stat that will increase/decrease a varible then these varibles will be your stats.
