Accessing Local Settings in Vista

Well, I remember I was able to access my user's Local Settings folder in XP, but when I tried to do the same thing today, it gave me this message:

|Location is not available|
C:\Users\Jonah\Local Settings is not accessible.
Access is denied.

I've already turned off User Account Control, so that's not the problem.  This is the administrative account, so I should be able to access whatever I want to (it's my computer, goddamnit).  I also know that the folder name isn't wrong, because I get a completely different error if I misspell it.

So is there some special security feature in Vista that I don't know about that prevents me from opening this folder?  And if so, is there any way I can turn it off?

I'm not a Vista guru (I hate Vista on principle and refuse to spend the time necessary to learn it), but if I remember correctly you need to be in safe mode in the actual 'administrator' account, not just *an* administrator-level account, to get full access to protected files.
 
Do you know how I can get on *the* administrator account?  On the startup screen, only my normal administrator account (the one with my name, not Administrator) and a guest account are shown.
 
  • First you'll need to open a command prompt in administrator mode by right-clicking and choosing "Run as administrator"
  • Now type the following command:
    net user administrator /active:yes

and to turn it off type /active:no instead of /active:yes...

taken from a website and the administrator didn't seem to have an password when i tested this

You should be able to boot into safe mode by holding the F8 key right after the BIOS splash screen and right before the windows loading screen appears.  You will get a menu with a variety of options, you want safe mode or safe mode with networking (assuming the labels are the same in Vista).  Safe mode is the only place you will be able to access the administrator account directly from login. Sorry I can't be more specific, like I said, I don't use Vista. :)
