A good picture editing program

I dont mean like an actual like photo type picture editting thing but one I can use with sprites and icons and such. I had one before and I lost it somewhere.

Well MSPaint is always great. Also GraphicsGale is another good one for pixelly edits, animated gifs, and I think transparencies too.

You can get GIMP, Its a lot like photoshop.  Except its free to download.

You can work with pixels and in layers and what not.

If you got the money, get Photoshop. People compare the GIMP to the Photoshop very subjectively. Sure it's free, but Adobe means quality. So if you got the dough dish it out for Photoshop, which runs about 800 or so for a basic version.
